Debbie Welle-Powell serves as the Vice-President of Accountable Health & Payer Strategies for SCL Health System, a $3B Health Care system with 9 hospitals spanning the states of California, Colorado, Kansas, and Montana. As a seasoned executive she leads the strategic and market activities for Accountable Health readiness while developing innovative products, services, and technologies that move the enterprise beyond optimizing reimbursement based on volume to optimizing care across the continuum, with the goal of achieving the Triple Aim of lower costs at the highest value for our patients. Additional focus is on developing a vision, strategy and key tactics to support e-health business with leading e-health technology companies and industry based organizations.

Welle-Powell has more than twenty years-experience in healthcare executive positions within multi-state regions, integrated provider delivery systems and physician alignment strategies. She has extensive experience leading mergers and acquisitions and developing reimbursement strategies supporting full global capitation, professional services risk, PCMH, and bundled payments contracts with employers, carriers and state and federal agencies. She led the efforts at Saint Joseph Hospital in Denver, Colorado to be selected as one of four Demonstration Sites across the country with CMS to test the bundled payment in cardiology services. This work led to again being chosen by Center for Medicare and Medicaid Innovation Center to test bundled orthopedic services across five care sites in several states.

She has a proven track record of developing effective external partnerships and relationships with national and local leaders, Federal and State legislators and policy makers, health plans, brokers and consultants, businesses, chambers and other organizations.

She is often asked to speak at national, state and local conferences, chambers, businesses, brokers, hospitals, physicians and employer groups.

She earned her undergraduate degree in Sociology from Moorhead State University and her Masters in Public Affairs from University of Colorado.

Debbie is extremely active in community projects and serves on several boards, including Mile High United Way, Denver Metro Chamber Leadership Foundation Board, the Metro Denver Economic Development Council (EDC), Co-Chair the Board of Governors of the Economic Development Council, Co-Chair Health Care Policy Committee of the Denver Chamber, Colorado Mountain Club, Colorado Healthcare Financing and Administration (HFMA), and advisory board member of the Coalition for the Medically Uninsured.

Debbie’s reputation for community service earned her recognitions including “Outstanding Businesswoman Award from the Denver Business Journal, the Frances Wisebart Jacobs Award for Philanthropy in from Mile High United Way, Health Care Champion award from Colorado Coalition for the Medically Underserved and Inspiring Leadership award from CampExperience.
